Typical cost valve guide bushing job on 2000 Protege ES?

Have 2000 Protege ES with 168k miles

Smokes upon startup in morning

Assuming it the valve guide bushings

Any idea what typical cost is to have it
done?

And can ANY mechanic do it?

At 168k, I would not "assume" anything!
Compression & leakdown tests should be done before you commit to doing
actual repair.
"ANY" is too broad. An experienced Mazda mechanic with the proper tools
should have no problems.
