'03 MPV roof racks?

Got an '03 MPV here, no roof racks, but it appears to have rails of some
sort for them. The rails have caps on them, it's unclear how to remove
those, or what kind of fittings are required to attach racks to them.
The dealership is NO help.

Can anyone shed any light?
